Governor Greg Abbott appointed Jeff Alley as Chief Justice of the Eighth Court of Appeals on December 8, 2023. That appointment gives Chief Justice Alley the distinction of being both the 15th and 17th Chief Justice of the Court.
Before this appointment, Chief Justice Alley served as Justice Place Two from January 4, 2021 to December 31, 2022. Before that, he served as Chief Justice of the Eighth Court of Appeals from October 3, 2019 to December 31, 2020. And before taking the bench, he served as staff attorney to former Chief Justice Ann McClure for five years. Chief Justice Alley also has almost 30 years of private practice experience split between three firms. His practice served several fortune 100 companies as clients, but also included many individuals, both those with and without means. He is a member of the State Bar of Texas and the New Mexico Bar (inactive), member and former board member of the El Paso Bar Association, and a former member of the Texas Association of Defense Council and the American Board of Trial Advocates. He was licensed to practice law before the United States District Court for the Western and Southern Districts of Texas, the United States District Court for New Mexico, and the Fifth Circuit Court of Appeals. He is board certified in Civil Appellate Law by the Texas Board of Legal Specialization.
Chief Justice Alley received a Bachelor of Arts in economics from Texas Tech University and a Juris Doctor degree from Texas Tech University School of Law, where he was inducted to the order of the coif, and member of the law review and board of barristers. He was also a member of the 1984 ABA National Championship Moot Court team. Additionally, Justice Alley has served as president of the Pioneer Association, and Boy Scouts of America, Yucca Council.
Justice Jeff Alley was born in Huntsville Alabama in 1960, but spent most of his youth in Amarillo, Texas. He is married to Marilyn Mungerson and has two children.
